Richard Lewis, a highly accomplished transport planning specialist, brings over 23 years' experience in the Middle East and UK. His expertise in road user charging spans leading numerous tolling projects across the region and the UK, including parking charge assessments in Jeddah, a major PPP parking project in Riyadh and other KSA cities, and various Middle Eastern tolling studies. He's also contributed to significant UK projects involving RUC scenario testing and modelling. This lifetime of experience provides unique insights into RUC's potential and implementation challenges.
